The Bayh-Dole Act has served “as a catalyst for increasing the social and economic benefits from public research funding”, according to the OECD, and has been adopted as a model by OECD and developing countries alike. Countries that seek to compete in high-technology industries—especially biotechnology—realize that efficient use of both public and private resources is necessary to achieve their ends, and to retain at home the best and brightest of their scientists and entrepreneurs.
